How to Obtain Polish Driver Data from CEPIK – Legal Procedure for Foreign Entities

What is CEPIK?

CEPIK (Centralna Ewidencja Pojazdów i Kierowców) is Poland’s official register of vehicle and driver information. It enables identification of:

  • registered vehicle owners (based on number plate)

  • drivers (based on license data, in specific cases)

Access is regulated and available only for specific legal purposes.

Who Can Request Data from CEPIK?

Access is available to entities that can demonstrate a legitimate interest under Article 80c of the Road Traffic Act (Ustawa Prawo o ruchu drogowym), including:

  • companies pursuing enforcement of unpaid fines, parking tickets, or road traffic violations

  • insurance companies

  • debt recovery agencies

  • foreign courts and law firms acting in connection with cross-border disputes

What Data Can Be Requested?

You may request:

  • Vehicle owner details (name, address) based on plate number

  • Vehicle technical data

  • Registration history

Personal data of drivers is released only in exceptional circumstances, e.g., where the legal ground is very clear and documented.

How to Submit a Request

You must submit:

  1. A formal request (PDF or electronic form)

  2. Proof of legal interest (e.g. unpaid fine or debt claim)

  3. Vehicle plate number or VIN

  4. Payment confirmation

If you are a foreign entity, it is recommended to use a Polish legal intermediary (like us) authorized to file unlimited electronic queries via CEK Portal or via secure ePUAP/qualified signature.

The standard fee for a single request is 30 PLN (approx. €7), payable to the Ministry of Digital Affairs, plus respective stamp duty (17 PLN app. €4 for each power of attorney).
